Motivation for development
Speaking at the opening of the conference, Deputy Prime Minister Trinh Dinh Dung affirmed that mechanical engineering is a key industry, the foundation and driving force for the development of countries, especially Vietnam. industrialization and modernization.
The mechanical industry provides machinery and equipment for all fields from production to consumption. The mechanical engineering industry is the driving force for the development of other industries, indirectly creating high-quality, high-value-added secondary products, contributing to job creation and growth.
The Deputy Prime Minister emphasized that over the years, the Party and State attach great importance to and have many policies to encourage the development of the mechanical industry. , accessary. Some mechanical enterprises are large-scale and competitive.
In the localities, a number of clusters and mechanical industries have also been formed. However, the industry still lacks many branded products, the size of mechanical enterprises is generally small, product quality is still low and prices are still high, and there is a lack of large international mechanical enterprises.
According to the report at the conference, in recent years, our country's processing and manufacturing industries accounted for nearly 40% of total net production and business revenue of enterprises, of which the mechanical industry accounted for more than 36% total. However, the mechanical industry still has many limitations in terms of market, scientific and technological level, raw materials, and human resources. Currently, our country's mechanical industry can only meet about 32% according to the value of domestic mechanical product demand.

Speaking at the Conference, Prime Minister Nguyen Xuan Phuc highly appreciated the contributions of experts and mechanics; that these opinions will be considered and absorbed in the process of formulating the Government's Resolution on the development of the mechanical industry - the fundamental industry sector, the mainstay of the economy.
Emphasizing the Party's attention, leadership and direction through historical periods for the mechanical industry, the Prime Minister highly appreciated the tradition of Vietnam's mechanical industry with its high level of skills and a team of skilled engineers. , intelligent and creative mechanics, many large factories with a long history, making important contributions to the country's socio-economic development.
The Prime Minister also said that the whole country has about 21,000 mechanical manufacturing enterprises of various types and sizes. This is also a clear progress, demonstrating the determination of ministries, sectors, businesses and people, and also showing the needs of the market.
The Prime Minister assessed that most of the domestic mechanical enterprises have reached out to develop, especially the private sector and FDI enterprises. This is an important step for the development of this important industrial sector of the country in the coming time.
However, Prime Minister Nguyen Xuan Phuc also pointed out the difference in mechanical development. There are localities that are very interested and successful, but there are also localities that "neglect" this field. In addition, in some aspects, Vietnam's mechanical industry is still inadequate such as: design, technology, and market organization are not commensurate with the market of 100 million people, which is strongly integrating.
The mechanical industry has also missed many opportunities for development: low capacity, high cost; policies to support growth are still slow and have not been innovated. Therefore, the Prime Minister requested sectors and levels to be aware of these shortcomings in order to have solutions from the central to local levels, especially in building "leading enterprises", lacking human resources. and weak in numbers.
Must clearly define the market, market segment
In order to promote Vietnam's mechanical industry to develop more strongly in the new era and international integration, the Prime Minister suggested: "First of all, there must be aspiration and enthusiasm for Vietnam's economy and mechanical engineering to increase value. in the global chain”.
In particular, the mechanical industry must clearly define the domestic and foreign market segments. Since then, Vietnam's mechanical industry needs to have appropriate macro policies, especially in tax and interest rates to better support the mechanical industry.
Specifically, the Prime Minister directed, to focus on developing automobile mechanics and product ecosystem from Vietnam's auto industry. If Vietnam wants to succeed, it must develop the automobile industry because this is a field with great added value, the Prime Minister requires a detailed planning and assignment on this issue.
In addition, the processing industry and mechanical technology for agriculture must be developed. Because currently the post-harvest loss in agriculture in Vietnam is still large, the number of laborers in the agricultural sector is high, but labor productivity is low due to limited mechanization.
The second issue directed by the Prime Minister is to create a market for mechanical enterprises to develop; in which the state plays the role of “midwife”; create conditions for enterprises to produce and assemble the final stage. In particular, mechanical enterprises must pay attention to potential mechanical products.
The Prime Minister also suggested the relevant agencies to re-research support policies for domestic enterprises to participate in domestic projects; amending bidding regulations, raising the rate of using domestic goods and materials; creating a market for domestic mechanical enterprises to develop in accordance with current regulations and international practices.
Along with that, Vietnam must have policies to support mechanical enterprises in accessing information and advanced technology, promoting the application of technology such as robot application, 3D printing technology, automation... in order to improve productivity and competitiveness; have a strategy for training human resources, adapting to new technologies from the 4th industrial revolution.
The Prime Minister also suggested improving the quality of trade promotion activities, attracting investment from well-known enterprises in the world to gradually form a domestic mechanical supply chain. Along with that, the authorities must step up the fight against commercial fraud, smuggling and importation of old equipment affecting Vietnamese mechanics.
The Prime Minister also directs the development of a national occupational management system, especially vocational skills in the field of mechanical engineering; building a strong team of mechanical entrepreneurs; "Having Vietnamese aspiration in the market".
Assigning tasks to ministries, branches and localities, the Prime Minister directed the Ministry of Industry and Trade to preside over the formulation of a Government Resolution on solutions to develop Vietnam's mechanical industry by 2030 with a vision to 2035, which will be issued by the end of this year with "slightly breathe life”.
The State Bank is responsible for coordinating with the Ministry of Industry and Trade to study priority policies on credit for the development of the mechanical sector, study the mechanism of using commercial capital with interest rate compensation, similar to the issued policy. act before.
The Ministry of Agriculture and Rural Development cooperates with the Ministry of Natural Resources and Environment to propose perfecting the legal regulations on land to serve large-scale agricultural production, creating conditions for mechanization of agricultural production. .
The Prime Minister also assigned the Ministry of Science and Technology to develop a system of standards and regulations for the mechanical engineering industry appropriate to protect the domestic manufacturing industry; promote research and development, self-research, design and manufacture equipment lines, expand production technology...
In particular, the Prime Minister requested localities to actively attract domestic and foreign mechanical enterprises into their areas; have policies to create specific conditions for the development of mechanics for production.
Prime Minister Nguyen Xuan Phuc also expressed his wish that domestic and foreign investors and businesses in the field of mechanical engineering need to be proactive and make more efforts in investing and applying modern science and technology to management. to increase the competitiveness of enterprises in general.
